Design Reviews (Building Code of Australia Compliance)

Building regulations need not restrict the design and construction program preferred by a project design team. VLP is able to advise on and apply system-based innovative design solutions, whilst maintaining a responsible approach to building regulation and control. From a review at the concept design stage or authoring a Building Code of Australia (BCA) capability report to accompany your Development Application or providing you with specialist advice on the interpretation and application of the BCA as well as State Building Legislation and regulations throughout the detailed development of your design, the VLP consulting team bring valuable, logical and proven expertise to the table.

BCA Reports

BCA Audit and Alternative Solutions

The ‘deemed to satisfy’ requirements of the Building Code of Australia (BCA) can often limit the design of a building as a result of conservative provisions. The BCA is however, is a performance-based code and its performance requirements can be used in order to achieve acceptable alternative solutions to prescriptive specified standards via fire safety engineering and alternative solutions. 

Vic Lilli & Partners can partner with fire safety engineers to develop alternate Fire Engineered solutions ensuring that the performance requirements provided within the BCA regulatory objectives are achieved, whilst allowing for innovative alternative solutions, that are safe and effective building design solutions.

 

Due Diligence Reporting

Many clients have required Vic Lilli & Partners to provide due diligence audits to establish answers to questions under the Environmental Planning and Assessment Act 1979, the Environmental Planning and Assessment Regulation 2000 and the Building Code of Australia (BCA). Some frequently asked questions are: 
  • What parts of the building do not comply with the Regulations and the BCA? 
  • Do due diligence audits provide costs to bring the building up to full or partial compliance? 
  • Can due diligence audits include compliance obligations needed to be met to facilitate a change of use or change of occupancy within the building? 
  • Is there an alternative fire safety package that can be agreed upon which complies with the intent of the regulations whilst not impeding our design? 
  • What protection works for the adjoining property apply if I build on my property? 
  • Is my essential fire safety measure compliance up to date?
Whilst full compliance may not be the objective in due diligence audits, an owner may want a fall-back position in terms of a minimum fire safety package relating to the major fire safety items listed in the BCA for the building. Where requested, Vic Lilli & Partners can include in due diligence audits, strategies for upgrading an existing building to achieve an acceptable degree of BCA compliance, commensurate with community expectations.
 
Vic Lilli & Partners due diligence audits provide the necessary information for buyers to make informed purchasing decisions. Additionally, sellers may maximise their property value potential through a due diligence audit.
 

Construction Services

Already working on site? Want to know if your construction methods are going to satisfy your certifier? VLP can carry out site inspections to assist your foreman and tradespeople and assist in minimising potentially costly defects being identified by your certifier. VLP document these inspections to assist you in demonstrating to your certifier that your building is compliant with the requirements of the Building Code of Australia.
 
We can also offer advice to make compliance more efficient and to fix those problems that inevitably come up along the way.

 

Crown Certification (Section 109R)

Certification of Crown (Government) Construction Projects, including the provision of Crown Building Work Certificates, 109R Certificates, inspections during construction and Building Completion Certificates.

 

Expert Witness

An expert witness is a person with a depth of knowledge of the building industry, regulations, Codes and requirements to build and complete a structure to an acceptable standard. An expert is one who has been in the building industry for many years and understands the complexity of the industry and is able to separate client expectations from the requirements of various building standards. That expert is to draw on the years within the industry, provide reference to the required standard and where required, provide solutions.
 
VLP’s building surveyors’ expertise ranges from a single residence to multi-unit developments, as well as aged care, health, education, retail, sporting venue, entertainment, commercial and industrial developments. Areas covered include defective or sub-standard building work. Sub-standard building and/or pest pre-purchase inspections can also be evaluated.
 
As building experts we have a broad range of knowledge, but must work within our areas of expertise. Our expertise does not cover everything and areas beyond our expertise are noted and separate specialist experts are referenced, e.g. a structural engineer on the structural adequacy, fire consultant on fire services or upgrading.
